DTE Energy, parent holding company for electric and gas distribution to over 3 million customers as well as other diversified energy related businesses, has extensive technical training needs. DTE Energy's Technical Training organization delivers more than 2,000 course sessions annually across multiple business units, geographies, and customer facing operations.

Ray Kelly arrived as Director of Corporate Safety and Technical Training in early 2005. As an Engineering professional, Mr. Kelly brought to his new assignment a bias for data-based decision-making and controlled action. The training organization he joined had a vision but was unsure how to make it reality. In 2006 his group was tested when senior management initiated a performance improvement initiative designed to permanently drive out inefficiency and achieve cost savings.

They focused first on Training's biggest hurdles -- lack of fully developed standards, measurement data and other key metrics. Two years later, DTE Energy has transformed and outsourced its Technical Training organization. Today it is equipped to develop and deliver training to set standards, design and deploy a best-in-class Learning Management System (LMS) and measure output and impact.
