HR Outsourcing in the Federal Government: 
Are Departments and Agencies "Sourcing Ready?"

Be it voluntarily or because of Executive Office of the President fiat, Federal departments and agencies are increasingly outsourcing significant portions of their human resources functions.  The stated objectives of such outsourcing endeavors are to avoid capital outlays for technology upgrades, reduce ongoing operating costs, enhance service delivery, and refocus HR professionals' attentions and energies to activities of greater strategic value to their organizations.  Some departments and agencies are selecting Federal Shared Services Centers, or SSCs, as their provider of such services as payroll, PAR processing, benefits administration or compensation management while others are selecting commercial firms. 

Yet, according to recent survey research, many senior Federal HR executives are struggling to achieve those ends -- not to mention the migrations, themselves -- because their sourcing process is inadequate or nonexistent.  The cause for any ill effect cited by HR executives – who have had negative experiences with an SSC or third-party commercial provider – can usually be traced to some shortcoming or omission in the actual sourcing process. 

In this session, Glenn Davidson, Managing Director of EquaTerra's Public Sector Practice, will present the findings of the firm's recent survey research of senior Federal Government HR executives that have outsourced some of their HR processes to external organizations as part of the Office of Personnel Management’s HR Lines of Business Initiative.  He will share the experiences and perceptions of Federal HR executives with regard to outsourcing and the sourcing process.  He will also share these executives' "lessons learned" and some "how to’s..." of sourcing based on EquaTerra's experiences with and analysis of multiple HR sourcing engagements.
